Ethereum’s Layer-2 ecosystem just crossed $60 billion in total value locked. A new all-time high. The headlines are celebratory. The narrative is scaling. But peel back the aggregated number, and you’ll find a single chain doing the heavy lifting—Arbitrum. Its TVL accounts for nearly 45% of the total. The rest? A long tail of chains with declining or stagnant liquidity. This isn’t scaling. It’s concentration dressed up as growth. Math doesn’t negotiate.
Let’s start with the data. According to L2beat, as of Q2 2025, Arbitrum’s TVL sits at roughly $27 billion. The next closest competitor, Optimism, holds around $12 billion. Base, after the initial Coinbase-fueled hype, has settled at $8 billion. The remaining 40+ L2s—zkSync, Scroll, Linea, StarkNet, and dozens of smaller rollups—collectively account for the remaining $13 billion. That means one chain holds almost half the market. The record TVL is real. But its composition is fragile.
