Pakistan’s Crypto Paradox: Enforcement Meets Adoption, But Religion Holds the Real Key

Pakistan just did something most Western regulators are too scared to try: it launched a dedicated crypto investigation unit while simultaneously legalizing banking services for exchanges. The Federal Investigation Agency (FIA) set up its National Command and Control Centre (NC3) to chase money launderers and terrorist financiers on-chain. At the same time, the State Bank of Pakistan reversed a 2018 ban, allowing banks to service virtual asset service providers. This is not a half-measure. This is a dual-track strategy—enforcement on one side, compliance on the other. And it’s built on the back of the Pakistan Virtual Assets Regulatory Authority (PVARA), created by the 2026 Virtual Assets Act. The country has been ranked third globally in Chainalysis’s adoption index. Yet the same headlines that celebrate this move also whisper a deeper tension: Pakistan’s top religious scholars still can’t agree if crypto is halal. That unresolved question could blow up everything.

I didn’t write this to celebrate a policy win. I wrote it because this is the kind of structural shift that most analysts mistake for a catalyst—when really it’s a starting gun for a much longer race.

Let’s dig into the mechanics. The FIA unit is led by Dr. Muhammad Athar Waheed, an anti-terrorism expert, not a crypto native. That matters. Blockchain forensics is a specialized craft. You can’t send a traditional investigator into a Tornado Cash transaction graph without weeks of tool training. The NC3 will almost certainly outsource to firms like Chainalysis or TRM Labs—which is a business opportunity, but also a dependency risk. On the regulatory side, PVARA is now the sole licensing authority for exchanges, custodians, and other virtual asset service providers. The banking ban repeal is the real needle-mover. For years, Pakistani traders relied on peer-to-peer markets with high premiums and sketchy counterparties. Now, licensed exchanges can onboard users through direct bank transfers. That lowers friction, reduces fraud, and opens the door for institutional capital—provided the political will holds.

But here’s where the market gets it wrong. Most coverage frames this as an unqualified bullish signal for Pakistan’s crypto ecosystem. The truth is more layered. The adoption rank (third globally) is impressive, but it’s driven by small retail transactions and peer-to-peer activity, not by high-volume institutional flow. The regulatory framework is top-down, but enforcement capacity is bottom-up—and there’s a gap. The FIA unit currently has no public track record of successful crypto prosecutions. PVARA has no published licensing standards yet. The banking ban repeal is a directive, but implementation will take months. And the biggest landmine of all: the religious debate. Pakistan is an Islamic republic. If the Council of Islamic Ideology or a senior cleric like Darul Uloom Karachi declares crypto haram, it could overrule the entire legal framework. That risk is not priced into the current narrative.

Algorithms smell fear, but they respect speed. What I see is a window of opportunity—narrow and conditional. The licensing process will take time. The first licenses are likely to go to established foreign exchanges willing to comply with KYC/AML requirements. That will create a first-mover advantage. But the real contrarian play is in the execution risk. The FIA might stumble. PVARA might delay. And the religious scholars might stay quiet for a year, only to drop a fatwa right after the first wave of institutional money enters. That’s the kind of black swan that emerging markets specialize in.

So what’s the takeaway? Watch three signals: (1) the first PVARA license announcement—any delay beyond 12 months from the bill’s passage suggests bureaucratic friction; (2) any public statement from a major Islamic scholar on crypto’s permissibility—positive or negative; (3) the FIA’s first high-profile crypto case—success validates the enforcement track. Yield is a drug; exit liquidity is the cure. Right now, the exit liquidity in Pakistan is controlled by a regulatory framework that hasn’t been stress-tested. When it is, the truth will emerge. Until then, this is a story of potential, not certainty. And in crypto, potential is just a narrative waiting to be tested.

Chaos is just data waiting for a narrative. The narrative here is clear: Pakistan wants to be the crypto hub of South Asia. But the data says the biggest unresolved variable isn’t the law—it’s the mosque.
